I need a VDS server in the Germany with four dedicated cores,
16 or 32 GB of RAM,
and a 32 GB SSD should be sufficient.
Preferably a 10 Gbps network port and 120 TB monthly traffic.
Lowest delay with 150.40.126.0/24 is better.
My budget is around $50 per month.

Do the netcup Root Servers work for you? They’re one of the most value-for-money VDS hosts
They have your exact specs (but with way bigger SSD) for like 35 euros

If data traffic exceeds 3TB in the last 24 hours, a temporary throttling to 300 MBit/s takes place

Seems to come in and out of stock.

We do, but Dedicated servers are more expensive so it depends on your budget.
