  Hi,

  Just to be clear, you're looking for a WebHosting, that allows you to run exec from PHP?
  Couldn't you just get a VM and host it there instead?

  just get a dirt cheap VPS and docker up your service needed,

  as far as i know, no Good quality shared hosting provider will offer you a php html hosting space with exec for security.
