I think you might want super low end talk
@DediRock is solid for the price but you have to check their TOS is they allow proxies.

Tierhive is ~$0.21 per month. Locations in EU, NA and SG. I don't think running tinyproxy is against the ToS, but you'll have to ask them.
Major caveat: these are NAT VPSes.
