Hi, I am looking for a reliable provider for VPN tasks (VLESS protocol). The most critical requirement is the ACTUAL network speed, not just a marketing "1Gbps port" claim. I need a guaranteed 1Gbps throughput.

You are basically asking for IP transit. IP transit, even from the most bottom of the barrel provider, is at least $30 - $55 per 1 Gbps.
Add the cost of the VPS on top of that.
Not for that price. Like sshbox said, its unrealistic.
OVH is one of the few that do unmetered 1Gbit guaranteed but its over $10
