The only VPS I know of that sells for under $12/year is ColoCrossing, and they don't have a France location.
During certain special events, many businesses have this need, but it can be difficult to find someone on short notice.

such a low price is possible is precisely because it is IPv6-only; simply adding a Cloudflare Warp (via WireGuard) IPv4 egress is all that is needed.

Did you have any problem with it? I just got one yesterday, so far the only disappointment is that the cheapest plan doesn't have IPv6 and they refuse to provide it.

I'm using them for more than 4 months now, no issues so far, vms works good. Cant really complain for 5-7 euros/year servers. I hoped this in FR would come with 1gb ram, as the one i bought in Miami (was 512MB in specs), but too bad ended with 512mb
I have one vm with 1tb hdd, for very cheap, and works way better than delux storage.
