No. It's quite trivial to find the city and probably even the facility if it's not someone's basement. There are a number of research papers that show how to use network jitter to determine the street address of another connection, for example.
What makes a host bulletproof is it simply ignoring abuse complaints and having upstreams that ignore abuse complaints. If their upstreams are big enough and just legitimate enough not to get depeered by their own upstreams, then it's difficult to shut the host down. Alternatively, a bulletproof host can be an offshoot of a larger, semi-legitimate host so that their upstreams just see them as a regular host with slightly higher abuse than average, but not enough to terminate them. The bulletproof host's "parent" company enforces its terms strictly and can thus absorb the concentrated abuse from them.
In practice, this can be done by a medium/large host by running a bulletproof host under a reseller account on their own infrastructure and simply not terminating it for abuse. Now their upstreams will see them as nothing more than an honest host that struggles to keep abuse in check sometimes but is otherwise keeping things clean (even if they aren't).

I suspect that's because they don't know how security works or because they're running it from an office with a commercial internet connection and not in a real datacenter. Those are usually smaller "bulletproof" hosts that don't last too long or wouldn't last long if they grew large enough to draw serious attention to themselves.
Larger bulletproof and semi-bulletproof providers don't really care if you know where they are operating out of. Ecatel never tried to hide its location, for example. When it was shut down, it just rebranded. Then rebranded again (now as IP Volume).
Anything that needs to hide its location will use an onion service, and anything that wants to evade shutdown or recover rapidly and automatically will use fast flux (which there are currently no defenses against).
