The Windows license alone costs more than your budget. No one who offers legitimate Windows licenses is going to be able to hit that price.
Do you ultimately need dual CPU?
Can suggest a very similar config, but with a single Xeon Gold 6248 (20c/40t) or Xeon Platinum 8260 (24c/48t).
This Budget is less than the cost of windows license for this server unless you expect the host to pirate the Key?
