How is the network quality?

They're very popular in Asia due to their connectivity. I use them in Singapore and Tokyo.
For a dedicated server in Singapore with good routing, check Vultr or Akamai Linode. Oracle Cloud also has powerful options, and BuyVM is known for reliability.
