Serbia VDS
Hello, good day.
I need a VDS server in the Serbia with four dedicated cores,
16 or 32 GB of RAM,
and a 32 GB SSD should be sufficient.
Preferably a 10 Gbps network port and 120 TB monthly traffic.
My budget is around $50 per month.

Traffic for your VPS is unlimited. This means you can host services or applications that require a high bandwidth at no extra cost.
As soon as my traffic exceeded some internal limit, they just throttled my connection, and the service became unusable. I had the most expensive plan.
Then why don't you look for a dedicated on Bulgaria. Your bandwidth, no limitations, no neighbours.

Since you say that you already have a VM from major provider and Bulgaria was offered, would Albania work for you?
Probably the closest option abroad.
If someone requests a specific location, then they need it. Offering a similar substitute product instead of the requested original is still a waste.
Just Serbia
If you buy the most expensive tariff, it is unlikely that you will be restricted. This is usually done on cheap tariffs so that life does not seem like honey for your pennies.
Do you consider Kosovo to be Serbia?

For me, latency to Serbia is important. What is your ping to this range, for example?

Any location with a ping under 10 ms within this IP range is acceptable for me.
29.4 ms from 38.190.150.0/24, 12 hops on traceroute. That was actually a lot more than I was expecting.
As Albania was mentioned, we have A looking glass at LG.host.al so you may try the ping. We check the other check boxes, but probably latency is a bit over 10ms as we IP Transit via other directions.
Port speed limited to 100mbps. Not good for us. Thank you anyway

Write a message in their support. Usually, if provider Russian only cheap or promo tariffs are limited. They only registered in UAE. Not practiced here to clamp down on someone who gives you a profit.
Hetzner or OVH are usually solid for that kind of spec, though finding something in Serbia might be a bit tricky.
