Well, the problem is $10/year is just the IPv4 cost for a year for most providers so it does not make them any profit to offer this. I'm not sure who would be able to offer a reliable service at this price.
You may take a look at @SKRIME - on their recent post they're offering 10gbps shared unmetered for 1.49 eur/mo (so around $20/y). I'm not sure how is their FUP and if 40TB/month would be fine. They are also very new here so beware with longer commitments.
I would love to get some more like that myself. There were flash sales around BF and the like, where you could get a similar offer. None are in stock anymore right now.
So it is possible, but you have to hunt, and expect a rotten egg in there once in a while.
