Consider strike.bz @3K33 in Poland (Gdańsk).
They have 1gbps shared port and rather stable network with RETN upstream. You can see their plans there, cheapest starts at 4 eur/mo (a bit less with longer commitment):

They accept crypto payments. VPN usage should be generally fine, but don't blast the port at all times. I think around 10-15TB/mo would be max to considered fair use. Please reach out to the provider about what is your intended use of those servers to avoid unnecessary problems later.
