Assuming you're asking for a single system, 100 Mbps only gives you a maximum of ~33 TB/month. If you need a minimum of 150 TB/month, then your minimum port speed would have to be closer to 500 Mbps constantly saturated, so realistically you'd want closer to 10 Gbps if you want any substantial burst capability (and at that point, the virtio-net overhead of VPSes starts to become a limiting factor and you'll want to start looking at dedis instead).

I'd edit to "at least a dedicated 100 Mbps port (33 TB/month, no FUP)" then or you'll end up paying a lot more.
Traffic is something critical to my usecase and I will be pushing around 120-150TB per month, so I prefer being honest about it.
Then you'll want a minimum of 500 Mbps. Is the traffic going to be bursty or pretty stable with no need for wiggle room?
Any CPU requirements or would even a single vcore be enough?

Yeah then by definition 100mbps pushes 33Tb/month. You need atleast 500mbps to reach the numbers you are telling as @forest has said. So only seek 500mbps-1gbps servers unmetered.
why has quality been poor with leaseweb resellers? leaseweb's volume network is solidly alright, and they're pretty price competitive for storage servers.

The issue with VPN orders is not the payment
we can ask users from VPN to pay by crypto and tat would fix the payment issue
it is that the the vast majority of our abuse users came from vpn before blocking it
And handling this level of abuse is too much for the team and it affect our reputation so we decided to not accept any VPN orders
That sucks. I hope one day you can make individual exceptions when needed. I pinky promise not to abuse anything.
