@SolidVPS had some very good deals on dedicated server deals dropping over past few days on their thread although I'm not sure if there's still stock. However Tor connections are entirely prohibited on their network
Your next best bet would be probably an OVH KS. Their prices on dedis are hard to beat.

Yeah for your use case (Tor/I2P testing), the biggest constraint isn’t specs it’s provider policy. A lot of hosts straight up ban Tor nodes or anything that might generate abuse complaints
