I understand this is not standard pricing, but I am exploring if there are similar deals.

Not a provider, but lsw and resellers can do if you subscribe annually or something. The specs should be 4vcore, 6gb ram, 80gb ssd.
Racknerd $45 for 6gb RAM is the closest that I think you would find. 3.63 euros per month paid annually. That's with an upcharge for the area.

you order a IONOS VPS and if you start canceling it, you will get an offer with a discount if you stay and extend your contract for another year.
no guarantue though, that it works next year as well and I think they don't do 90% anymore, more likely only 50%

you forgot to include a network port size as at such budget definetely should be 10 or 100 Gbps Unlimited dedicated network port

That's a super tight budget for those specs in the EU. You'll likely need to look at Oracle Cloud's free tier, that's probably your best bet.
