I think it's FUP, but I sustain nearly 500 Mbps (250 in + 250 out) split among three VPSes 24/7 and have had no issues. So you'll easily be able to get your 3 TB/month from them.
Traffic in the Netherlands is dirt cheap, and the other resources offered are very low-end (one core of a slow CPU, 1 GB RAM, barely any storage). It's perfect for things like relaying traffic, though.

@forest pretty much nailed it. The hardware is older (Xeon E5-2697 v4 from 2016) and the plan itself is intentionally low-spec - 1 core, 1 GB RAM, 10 GB NVMe.
Honestly, we also keep prices like this because we want to support the community and match as many LET requests as we can. You've probably seen us replying to a lot of threads with fitting offers - that's the idea.
It's the average use that is taken into account when setting prices. He's surely paying his upstream more than you're paying him if you're planning on using much of the network, but the overall cost is amortized by all the other customers who barely use any network at all. At the end of the day, more money is made by advertising great deals than would be saved by having a bandwidth policy that prevents the occasional individual customer from being a net loss in revenue.
And, of course, there's always going to be something in the TOS (whether in a dedicated FUP page or not) which allows them to impose limitations if your network traffic begins interfering with other customers, but that's not likely to happen unless you try to buy 50 cheap VPSes at €1.49/month each because you think you'll get 50 Gbps for €70/month.
