Long story short, I need to host gameserver for mainland china users, which providers in the region nearby have best connectivity for cheap?
OVHCloud Singapore IPs seem to be blocked or experience insane packetloss among mainland china players.

You were close, it was Chinese WoW
Netease was the primary host for WoW servers on the Mainland using China Telecom (101.89.124.0/23)
I was using Greencloud Sydney (xTom Sydney) for a VPN from Sydney to the Mainland with around 160ms from Brisbane and very minimal packetloss
