Oh, I didn't even know this was a thing this year. For some reason I was thinking it wasn't.
Anyway...
1) Vultr
2) Digital Ocean
3) CircleVM (Indianapolis)
I / we use a ton of different providers for different things, but Vultr and Digital Ocean have always been rock solid. Digital Ocean has been in production for some off-site / off-network monitoring for three or four years now without any major issues. Only recently have I been considering migrating away and replacing our setup with them with some low powered 1U or mini-pc for colocation out of our own facilities.
Vultr for the location variety and quick / easy BGP setup when needed. Never been an issue with them and they give ample notice of things like maintenance. Uptime and performance is more than enough for what I use them for.
CircleVM doesn't get much or really any LowEndTalk recognition, probably a good thing for them. They're still a great provider. I chose them because I like Indianapolis as a POP and they have great peering with local Indiana ISPs I'm familiar with and use at my home stateside.
Honorable mentions are Onidel. Nice panel, nice options and service seems good. Just using them as an APAC region website mirror, another VM as an I2P router, and another idling with some block storage attached I've not yet used. They feel like a good alternative to Digital Ocean and Vultr in terms of features available.
Lightnode for their variety of POPs. I'm using them as some experimental entry-points in the APAC region for a multi-hop VPN setup.
Melbicom for location variety as well.
Purposely left out email providers and upstreams that IncogNET uses (Besides Vultr, but that's not a publicly used upstream yet, just some testing stuff at the moment).

I don't feel well being limited to only three. But OK, here goes
@HostDZire - very tasty deals and very decent Leaseweb quality and reliability, quite the same with his own brand VPS. Plus very good support.
@host_c - good (to low-ish) prices, very good quality and reliability, plus very good support. Big, fat plus: also decent engineer thinking and knowledge.
@AlexBarakov / AlphaVPS - good low-ish prices, occasionally very tasty offers, very good quality and excellent reliability, plus excellent support.
Most helpful: Can't decide, obviously the above plus quite a few more.
Honorable Mentions: @xHosts (great deals & great connectivity), @Hybula ("sunk" to HM only because not very active here anymore but still my No. 1 in connectivity in EU). And @onidel (best Asia connectivity I know of plus decent VPS)
Also GreenCloud / @NDTN very tasty deal + decent quality, HostHatch decent quality and great deals, HostBrr and @chunkserve for cheap yet not crappy servers.
I probably forgot a few, sorry. Like for example @DeluxHost but super-cheap (< $10/yr) VPS rarely is decent.
I think also the worst of the crappy providers should be spelled out clearly: @MassiveGrid (although funnily with decent support).
Finally a special Honorable Mention: @msatt for providing - and properly supporting! - free VPS!
