The best free panel is the absence of a panel.
As a stallion coder, we deploy all websites with Caddy server, in which the Caddyfile of each website is included as part of the website source code.
Since Caddy is composable, uploading the website would finish the deployment, no extra panels necessary.

CloudPanel/AAPanel if you're managing your own sites.
HestiaCP, if you want to have multiple users, I usually apply my modification to have Redis per user via Unix.

call my old fashioned but configuration is not code.
I rather have a versioned Infra as Code that a bunch of manual steps clicking and copy paste and merging files that most likely will be missed or misplaced during deploy.
I've seen too many times that and spend hundreds of hours trying to find why my code passed acceptance to fail in Prod only to find out that the deployment procedure wasn't followed properly.
