I'm very close to Seattle in Spokane, but more expensive than most providers on here. $4.50/month (billed annually at $54/year) gets you 768MB memory, 1vCPU, 24GB disk, and 750GB transfer. It is IPv6 only (routed /64), however. But I do have a SOCKS proxy for outbound IPv4, as well as inbound IPv4 through SNIProxy (HTTP, HTTPS, Gemini, XMPP, and other SSL services.)
I am planning on offering IPv6, likely for $1.50/month extra per month, which is definitely above the $5/month figure.
HostBilby should to get you a more powerful server for a hair more if you pay annually, but that also includes IPv4. I assume they are actually in Liberty Lake, which is quite close to Spokane and should also have great routes into Seattle or Canada. They also offer Toronto, so if you wanted one in each, that could be a nice option.
If you want to do network tracing, use slowservers.net (IPv4 or IPv6) -- I can manually trace if you are curious about the reverse path.
