i need provider that have EPYC or Ryzen or any high frequency processors dedicated server in Europe
And would use my own asn and ip subnets (BYOIP)
128 Gb ram (upgradable)
3x4 tb storage (upgradable)
10 gbps uplink (upgradable)
And the traffic price?

9950X3D has less cores but higher single core frequency and as a result the difference between them is not big.
But with 9950X3D you increase the number of providers who can satisfy your requirement.
Maybe its an option...
Ryzens as far as i know have limition of 256Gb ram
I guess i might get a ryzen and then change the who server when i need more

you did not mention any RAM or disk or other requirements. So i assumed it does not matter.
