here are the answers
1- exactly due to ram and nvme prices we created those v3 plans to be have much more compute power than the older plans with less ram and nvme
V2 plans are still active which give much higher ram and nvme ratio to dedicated core
2- if your address is in Ontario you will have to pay HST regardless of the payment method
3- they are 8 hyper-threaded physical cores , you can spin them 100% for all the time not just few days , we have some users i think doing cpu mining so they use them for months with 100% cpu and we are happy that you use the resources allocated to you

You can generally max out your resources on a VDS. That's what makes a VDS distinct from a VPS. It's still virtualization, but your VM is pinned to the cores you are given and they are not shared, so you never experience CPU steal (and nothing you do will cause any of your neighbors to experience CPU steal either).
As @forest explained you can always max the CPU 100% all the time with no issues
