Maximum premium: 2x recurring cost. That's 20€ on the first and 30€ on the other two.
It was back in March 7. I dont know that time, the policy was on. His post was for "Exchanging", not for sale, I think he knows the rules and tried to bend. is this a violation?

If he asked to be paid that amount to initiate the transfer i'm quite sure, yes. If it was a trade and and he wanted that on top of whatever you were trading it might not match the exact wording but it's still basically the same.
