We need seperate vCPUs or minimuim shared due to our VPS will be used for mass API calling.

We don't really know. But it will be for calling api in mass.
Our vCPUs are shared but we automatically distribute VPS across available host systems to keep the load as low as possible. Out of curiosity - what average CPU usage are you expecting per VPS? Just so we can make sure everything runs smooth.

I would think a church is a terrible place for a VPS.
