Providers cannot guarantee that an IP address will be accessible from a specific location. This is your risk, and don't blame the service providers for it.

Some providers can't remember which ones include a note that IP is not guaranteed to work in China, Iran, Turkmenistan etc. and that it is not a basis of a refund.

We have told many customers that it is not the provider's fault that your government blocks the services you have purchased. Buying services always carries a risk that it may not work in a specific country and this is not a reason to ask for a refund. "If you have problems with IP blocking, you should contact the party that blocked the IP address". Not the service provider.
One explanation. Blockings or restrictions on access are mainly only from mobile internet. Home wired internet is mostly working as before. Restrictions specifically from mobile internet are due to known reasons.
Some Russian hosting providers offer access to servers located in other countries. However, this does not change the situation.
