Whats your usecase?
manually check an IP address, but also api usage - hard to know what the best, cheapest, etc are which is why I posted.

I was using getipintel.net (owner is very friendly, he will increase API limits for free) with abuseipdb.com. I did some sort of my own system that was using also ipinfo and maxmind databases an categorize whether a given user is actually accessing with a VPN or not.
You can use the IP fraud score from ip2location.io API to determine risk level of traffics. It also has abuse historu of one IP address.
This whole concept is unreliable as hell
ended up using @black 's service getipintel. Dude was super responsive, even though I am am the tiniest of paid customers.
Can't recommend enough - been around for at least 10 years it looks like and he is responsive and professional.

I mean, I have some fillings in my teeth but I don't think it's 6% of my body. I feel I am at least 99.9% human.

DNS resolver changes could definitely influence Cloudflare's score as they factor in many signals, including network heuristics. These scores are not an exact science but rather a probabilistic assessment of an IP's behavior. It indicates perceived risk rather than a definitive "human" percentage.
You say "It indicates perceived risk" I say "it indicates an (un)educated guess."
