Technically, yes.
But running that here might not be a good idea.
1 TB bandwidth seems like awfully little for that purpose. Anyway, 4vps.su has some Asian locations that allow pretty much anything. They accept cryptocurrency and have unmetered bandwidth, but they're a bit over your budget.
How much RAM and CPU does H@H use? I've been thinking of spinning up a couple dozen instances.

Thank you for the mention. Unfortunately i have no idea (nor do i want to have) what Hentai@Home is.
You may have better luck asking @emgh or @allthemtings about their recommendations. They have been in the industry for years now.
I really had to search what hentai@home is. Since that project needs storage, I don't believe 20GB space would help much.

We had a quick look at H&H FAQ:
All participating users run a small Java-based client that downloads files from the main E-Hentai servers to their computer and passes those files on to people who browse the E-Hentai Galleries. This allows E-Hentai to serve many more images using less server bandwidth.
The system fills a client's cache exclusively with static ranges of files. Static ranges each correspond to 1/65536th of the site's content. The server will always assume that the client is able to serve files from that range without tracking the files individually. If a ranged file isn't currently cached the client will proxy-request it from the image servers on-demand and store it for later use.
Based on the above information, it appears that the application is trying to implement distributed caching service where each H&H proxy node caches one or more ranges of files to serve the requesters, while the H&H proxy node may retrieve the files from authoritative backend servers that have all files.
The requester likely needs to access a directory server to know which H&H proxy nodes are currently serving the desired files along with their hashes, and then retrieves these files from the identified proxy nodes.
We believe that the Hentai@Home application should be deprecated and replaced with Named Data Networking.
Named Data Networking was successfully deployed for caching and distributing scientific datasets from the Large Hardon Collider and there are smaller deployments for smaller datasets.
By distributing E-Hentai image archives through NDN, both the H&H proxy nodes and directory servers become unnecessary.
Instead, the global NDN network can efficiently cache requested files, and the authoritative backend servers only need serve each file in case of a cache miss.
Additionally, the requesters can independently validate the authenticity of each file by checking the embedded Ed25519 signature, regardless of where it was retrieved from.
hostdzire is a good choice(before you runs out of bandwidth)
Minimal considering it's Java. This is for ~500 static ranges but not in low memory mode. To be honest though unless you're running one in asia, you need higher performance storage to keep the quality up. It can also take years for it to build presence. I have had one running since 2022 and another since 2024, they're still not "big" clients.

It's quite old deal before Leaseweb rack up the price, but even double it still worth for 25TB bandwidth
