Is there any chance to know whether CPU will be Milan or Xeon?
Hi,
There's no chance. However, please let us know via ticket if you'd like to get AMD based, we can migrate it for you if a node is available. This happens because the server is under shipment process, and to maintain fair performance (of course avoid CPU steal as possible), we spread VPS deployments across the most available nodes.
Edit: Make sure you've purchased the VPS so we can migrate to AMD based processors

Can I setup IPv6 rDNS in the user control panel?

Currently rDNS updates only support for IPv4.
Can you try using incognito mode and using a different browser? Sometimes, cache or data isn't loading properly due to network or plugin browsers if applied, causing popup to not appear.
