The CPU usage on my Los Angeles VPS's host server is fluctuating abnormally, causing the system installed through the WHMCS control panel to fail to boot. These are two separate issues; I have already contacted the PM privately and hope to get help resolving them as soon as possible.

I purchased it 30 mins ago and the server is still down. Submitted a ticket and they said have to wait 48 hours because the vps was used to send email spam. What?

Update: 1 hour in, server is still not up. Support never reply after the first reply
