Not sure if this is possible. I am looking for a server, can be any disk, ram, bandwidth size and any kind of virtualization. Just under $35/yr after VAT and tax.
I can push my budget up to $40 at maximum, but am not willing to go over that.
I found Tiktalik cloud, but recent mentions of them don't contain much info, and more informative ones are from 11+ years ago.

Heard they have been much more stable and reliable in PL when compared to NL.

Looks like the Mini plan is within budget. The resources are on the tighter side compared to other offers here, but it is still worth checking out.
i have 3 VPS with them, 2 NL location (LET offer) and 1 Poland.

In Poland we mostly use OVH Warsaw due to them having cheap and stable VPS servers here.
There's also k.pl in Wrocław where you can get very cheap IPv6 only VPS (and slightly more expensive IPv4 vps). They have been rock solid for me for over 8 months now.
And also hosteam.pl in Poznań - well established and trustworthy host. I've used them for Tor relays in the past. edit: it may be out of budget actually
And you may ask @3K33 for something custom, he may be able to hook you up with something but not sure if within the budget.

Yep, I did say any kind. Though I admit I hadn’t been thinking of 125 GB bandwidth and 2 GB disk space. Better than nothing, I suppose?

Back to the question, I can do Micro Plan at 30€/yr + VAT if you are from EU. But that’s the best I can do at the moment, need cash for some cool things in the future.
