Yes, both IPv4 and IPv6 are local Hong Kong IP addresses.
Everything else aside, not being able to have the VPS sync its own time, and being forced to rely on the host keeping proper time, is a no-go for me. Experience shows hosts rarely can be trusted with keeping proper time on behalf of the guests.
Also, I don't trust a provider to manage the service properly (in the sense of having sufficient, and sufficiently broad expertise) when they apparently do not even understand NTP, a very fundamental and important service for pretty much any Internet-connected device (though usually mostly invisible until it doesn't work properly anymore, and things depending on proper timekeeping break), and/or aren't able to handle it properly in their infrastructure, and instead block it outright.

Review
@bitcloud was kind enough to give me access to 3 VPS, this one is the DE, FRA one based on Epyc. This review is based on way more than 30 runs over multiple days and 24/7 (i.e. day and night).
First, sysinfo, processor and memory
Wow, nice, really nice! The one and only thing I do not like at all is the very high single-core spread. I mean, anything between 120 and over 500+ reminds me of a lottery.
But still what you get on average really is very nice, in particular both crypto results are outstanding.
But keep in mind that even in relaxed mode the CPU (usage) limit is only 30%, which in my mind is not a problem as the processor is quite fast. For heavy workloads though you might want to look at their VDS offers or at another provider.
Now the disk
Also nice, in particular the over 10k IOps.
On to to connectivity. Btw. all targets were tested beforehand and do work.
I'm a bit speechless. WOW! I don't think I ever saw such high results, except maybe for @Hybula.
Europe - Except for very few outliers like Moscow 500+ Mb/s all over Europe with a few 1+ Gb/s results to major targets, what a nice start!
Asia - while this DE VPS AFAIK is not China optimized I of course was curious to see their connectivity to Asia! So I used the same network targets I collected for their officially China optimized VPS and their Hongkong VPS. And boy, has this VPS in Frankfurt great Asia connectivity!
As you might notice there are significantly more China targets than usual and I also show 5 China results instead of the usual 2, plus both JP results, plus a Malaysia target.
The journey kind of starts in India with way over 100 Mb/s to webwerks, goes over SGO with well over 150 Mb/s, to China mainland with speeds about and occasionally above 70 Mb/s! Malaysia a bit slower than SGP but still solidly over 150 Mb/s and finally JP and down under between 75 Mb/s and almost 100 Mb/s.
Africa - also quite nice. In fact IIRC the highest result I ever saw to Kenya.
Americas - Also very decent with multiple target above 200 Mb/s and even 2 californian targets above 150 Mb/s! Plus both latin-american targets above 80 Mb/s.
Summary/verdict: With those results and the quite low price of about €30/year for 2 Epyc vCores & 4 GB memory this VPS looks like something to clearly recommend - if there weren't some "hooks* like no SMTP, no RDNS, somewhat modest traffic volume, etc.
Now, I can understand most of those "hooks" and interpret them as "be a decent neighbour!", and I also don't care about the CPU limit, particularly at that price. I'll even go further: former "incarnations" of that company seem to have had quite a few problems and ugly hiccups, so I can and do understand perfectly well that the current owner chose a clear course and has (at least next to) zero tolerance for abuse. In fact I even welcome that as I prefer a stable VPS myself.
But one thing really bothers me and risks to keep me away: no RDNS. Because that's very uncommon and unsettles my mechanisms/way to manage my servers.
So I think that re. RDNS @bitcloud should show some good will like e.g. "no more than 1 entry + 1 change/year".
TL;DR recommened IF you can live with the limits/"hooks".
Now, the next VPS, the San Jose premium VPS, i.e. China-optimized,
"OK", not much more to say.
"OK" again. Not crappy but not at all great.
So, let's look at the China-optimized connectivity
Again "OK" with an indication of a smile re China. Now, I'm definitely not an expert on connectivity in America, but I guess when a us-american VPS shows connectivity results within the country that aren't clearly better than those of a european VPS that tells you something...
Summary/verdict: not recommended. You'll get way better performance, incl. connectivity within the United States, with the DE,FRA VPS from @bitcloud for just a couple of dollars more.
Finally the last of the three VPS, the HongKong Platinum VPS. Like the other reviews this is also based on well over 30 runs during multiple days.
OK, and hell, my interest re processor, memory and disk on a HKG VPS is limited to "good enough?" anyway. "Better than E5v2" is good enough, so this one is way better than good enough.

Now to what I really care about in a Hongkong VPS, connectivity!
Europe - Not great but certainly OK from Hongkong, plus even a few > 100 Mb/s.
Asia / Oceania - this is what I'm interested in!
India not great but decent, in Singapore the music starts to play: over 300 Mb/s in the worse of the two targets, the other one well above 400 Mb/s, nice! Within Hongkong a bit over 750 Mb/s, also nice. All five China mainland targets above 100 Mb/s and one even above 250 Mb/s, me purring happily. Both JP targets above 300 Mb/s, purring intensifies, hardly disturbed by the lower but still OK Malaysia result. Finally Straya about (all three targets) or above (the shown one) 100 Mb/s is very nice as well.
OK, probably not "the best of the best" results achievable in Asia / Oceania but then, this VPS is not China optimized and while I don't doubt that there are providers with even better connectivity, I do doubt that you'll find better for below $30/year.
Summary/verdict: also recommended, but see the potential caveats at my DE, DRA review above.
TL;DR for all 3: the DE, FRA server in my view clearly leads the pack in terms of attractivity and bang per buck. If the best China mainland (and Asia) connectivity is your priority the Hongkong server also is very attractive. The San Jose server IMO only has one attractive point, high-ish traffic volume.
So, I guess @bitcloud has a solid basis, technically and price-wise. If he manages to keep his attitude (transparent, straight, no BS) I think bitcloud will take off and grow.
P.S. I also collected routing information.

I have to confess a sin: I didn't properly and fully scan the OP, in particular the payment methods accepted.
The good news: I liked two of the tested VPS enough to order a HK server.
The bad news: Then the unpleasant trip began ...
First I had to look through and click each of 10 or so hints/caveats/warnings. Unnerving. Now, I do understand that @BitsFlowCloud wants to play safe and I do get that he wants to be transparent and I appreciate that.
I also understand the golden rule of sales "make buying easy and simple!".
And then it hit me: no PayPal!. I again do understand that there are drawbacks for providers like high fees and the "charge back" risk, but still, if I had looked properly and had seen that payment by PayPal isn't supported, I'd simply had commented "No PayPal, no deal!".
To make it worse OP either does not have a bank account in Europe (the company is british!) or he isn't willing to provide the account info to allow for payment via a simple bank transfer.
Now, to be fair, it is my own decision (and occasionally problem) to not (anymore) have or use payment cards (I had to learn a hard lesson); that's not the provider's fault. But still, offering neither PayPal nor bank transfer isn't smart IMO.
So I sadly have to rephrase what I wrote in my review

Sorry. I really am sorry because two of the three servers I tested really are good and good bang per buck. Sadly though OP seems to have thought almost exclusively about his safety and pretty much not at all about making it easy to buy.
Please submit a support ticket, but please note that I have not modified the price of any existing package at any time.

It’s essentially a one-man company run by a Chinese individual. The after-sales support is very poor, with many restrictions. Not recommended for purchase.
Last year I purchased a VPS from him. I later discovered that port 22 was unusable. I opened a support ticket requesting it to be enabled and was told it was impossible. I then requested a refund and was again told it was impossible. After that, I was removed from the Telegram group, and my VPS and account were deleted. All of these events can be verified on NodeSeek.
