Looking for a VPS in Khabarovsk, Russia with Low Latency to China and Japan, Rostelecom Uplink Prefe

I am currently looking for a VPS located in the Khabarovsk region of Russia, primarily for low-latency access to China and Japan, with a focus on high-quality network performance. Here are my specific requirements:
Low Latency to China: I need to ensure low latency from Khabarovsk to China.
Low Latency to Japan: Similarly, I need low latency access to Japan, especially for gaming and data transfer.
High-Quality Uplink: The VPS should use Rostelecom’s uplink, as it is one of the best in Russia in terms of network quality.
TTK Uplink Preferred: If the VPS also supports TTK’s uplink, that would be even better.
IP Type Requirements: Ideally, I am looking for a dynamic home broadband IP. If dynamic IP is not available, static home broadband IP would also work. Native IP is also acceptable.
Currently, I am using EDGEcenter services, but due to bandwidth reductions and increasing prices, I am looking for a better solution. If anyone knows any providers that meet these conditions, or partially meet them, please let me know!

Я ищу VPS, расположенный в Хабаровском крае России, в первую очередь для низкой задержки доступа в Китай и Японию, с фокусом на высококачественное соединение. Вот мои конкретные требования:
Низкая задержка до Китая: Необходимо, чтобы задержка при доступе из Хабаровска в Китай была минимальной.
Низкая задержка до Японии: Также требуется низкая задержка для доступа в Японию, особенно для игр и передачи данных.
Высококачественный канал: VPS должен использовать канал Ростелекома, так как это один из лучших провайдеров в России по качеству сети.
Предпочтительный канал TTK: Если VPS также поддерживает канал TTK, это будет ещё большим плюсом.
Тип IP: Идеально, если предоставляется динамический домашний широкополосный IP. Если динамический IP недоступен, подойдёт и статический домашний широкополосный IP. Также приемлем родной IP.
В настоящее время я использую услуги EDGEcenter, но из-за снижения пропускной способности и роста цен ищу более подходящее решение. Если кто-то знает провайдеров, которые могут удовлетворить эти требования, или хотя бы частично удовлетворяют их, пожалуйста, сообщите!

Not sure about Khabarovsk, but https://ruvds.com/en-usd has some Far East locations. But those guys charge a hefty premium.

Their Vladivistok location is 50ms to JP, and has direct peering with China Telecom.
It has both TTK and Rustelekom as upstreams.
Have you ever tested justhost in Novosibirsk

Yes, I used their service a long time ago. Their bandwidth was around 200M, but in most cases, it could only reach about 50 Mbps. The experience was terrible. I visited their upstream company, and their sales told me that for $150 per month, I would get 100M of bandwidth, excluding SLA and machine costs.

EDGECENTER.RU's Khabarovsk has raised its price from $1/month for 500M to $15/month for 200M. It only has TTK, not Rostelecom, and there is no dynamic home broadband network.
MISAKA.IO's Moscow CN2GIA has raised its price from $7/month to $14/month. It only offers Moscow broadcast IPs, not native IPs.

I would suggest to look at Novosibirsk, it looks like a "much better connected" region.
Also consider Vladivostok. I've seen offers from MTS there (large provider).
1cloud and Timeweb are major advertisers in the Russian VPS market, but their hardware performance is subpar. More importantly, they don't meet my requirements for China-direct routing, as they don't use Rostelecom or TTK as their upstream providers. I'm familiar with MTS—my own Russian SIM card is with them—but MTS routes all traffic through Moscow, which makes it inferior to Rostelecom for China-to-Russia access
