I hope everyone is doing well.
I need three or four dedicated servers, each costing $150.
The most important issue is that I need to first set up an HTTPS service on them, and if the server IP is accessible from my clients and not restricted (which will be clear after 3 minutes with a maximum of 1 GB of traffic usage), then I will proceed to purchase the server.
I mean, you can even set up the IPs on a 1-core VPS so that I can just test them, and if they are okay, move the IPs to the dedicated server, and then I will complete the purchase.
For example, you could set up several IPs on the server, which can be tested very quickly within about 5 minutes.
There are very challenging conditions in the countries of my clients, and I hope that for the sake of humanity, if anyone can help in this area, they would kindly do so.

Disk? ram? port? bandwidth? any specific cpu?

This method won't check the IP.
The firewall has allowed ping and trace, etc.
An HTTPS service must be set up on the server. After that, download and upload should be checked on it. If they work, it means the firewall on the client side is not restricting it.

That's a red flag.
It might help to state which country, and whether the deep packet inspection firewall is GFW or the client's firewall, which you're helping to bypass a company's firewall intended for company protection.
