Do you have IP’s that aren’t behind Cosmic? If not, then unfortunately it wouldn’t work since Cosmic routes to me via NTT.

So you are looking for a provider with HE as upstream?
There are a lot that peer with HE but not as upstream provider.
@PureVoltage @Ian_Dot_Tech has HE upstream but in NY
Check out https://lg.iad.quickpacket.com and let us know if it works for you. We don't have transit from HE, but we do peer with them.
Looks like peering is fine - just needs to be selecting a route from them to my home ISP. Only a few providers do, and then there's Tier.Net and everyone else behind them..
