    When we talk about internet blockage it really means no route to outside of Iran
    Right now google (only search engine) , chatgpt and a few ai websites have been unblocked but still the others are blocked
    If you ask how am I connected then? Well sorry but I can't tell much about it (not yet)

    Sounds like you can shave off quite a lot of latency by fixing your Wi-Fi. Is the signal weak? Are you on a congested channel?

    I mtr'd 193.142.30.26 from 2 servers roughly in the greater region and both probes did reach the target with 0% loss, both probes went through twelve99, and both probes showed unrealistic (way to long) times. In particular both showed a pattern of two hops of about 100 ms from and to the customer interface at twelve99 DE, Fra. to 193.142.30.26, which also supports @TurmiJeong's explanation,

    Data I have from older benchmarks (when Iran still had working international connectivity) show way better results than this target now does.
    Btw. current benchmarking shows all 3 Iran network targets often unreachable or showing multiple inserted hops (likely control/firewall) or usually at least no http response.

    All in all and following TurmiJeong's explanation I come to the conclusion that 193.142.30.26 quite likely is not in Iran. To test my hypothesis I did a mtr to a target well known to me in Iran (mobinhost) and reached it within a bit under 80 ms from DE,Fra while 193.142.30.26 took about 200 ms!
    An IPLC isn't supposed to be way slower than a normal connection and I did check and found that the "great firewall" of Iran is not slowing down connections significantly. Moreover as twelve99 isn't exactly cheap - but among the faster carriers - one can reasonably assume that the people behind 193.142.30.26 do care about speed.

    Hence my take is that that server (IP 193.142.30.26) is not in Iran.
