That network has not kept their software updated for quite a long time. Their software is old and outdated. Some passionate users (not staff, but users) of Undernet created patches and fixes which are kept on some forked projects, but these are still outdated and need older operating systems for compatibility.
My advice: move on. That IRCd software is dangerously old and unmaintained. Maybe this is done on purpose by Undernet staff coders - I don't know the precise reasons as to why this happened over the years. However, this is an extremely serious issue with probable security implications.
Nowadays there are other IRCd software solutions which are still actively maintained and don't pose a security risk, such as InspIRCD or UnrealIRCd (no advertising intended, just examples). These modern solutions are great because security is handled by each server, not by a single service bot which can lose connectivity. Meanwhile service bots are installed separately, examples like Anope or Atheme (no advertising intended again).
Since you are on LET, I must point out that even in our modern times not all cloud providers allow IRC servers; unfortunately there are some few providers which still do not allow IRC. Please make sure you read your provider terms and policies beforehand.
Move on, embrace new tech. Not AI though.

I would guess so, but it depends if you really love them and wish to use them.

In my humble opinion it is best to be safe than sorry. We live in troubled times which only seem to get worse, so it is best to use secured and maintained software, especially on servers.
