I’m looking for a VPS provider that allows port scanning / Nmap usage.
Minimal requirements are:
- CPU: 2 Cores
- RAM: 4 GB
- Storage: 20 GB SSD (or NVMe preferred)
- Bandwidth: Unlimited (or very high, 50TB+ acceptable)
- Network: Good global connectivity (1 Gbps+ preferred)
- Location: Any (US/EU preferred)
- Allowed: Port scanning / Nmap / network testing
Budget: Flexible depending on quality and ToS (ideally under $20–25/month).
Payment: PayPal or crypto is fine.

How does one even get banned from a bulletproof hosting provider?
sometimes I feel 4vps does not even have 100mbit of total bandwidth across all their regions.

They aren't even close to bulletproof. They don't even allow Tor exits (although they said they did when I purchased from them myself, but later told me, after I had already purchased from them, that exits were not permitted).
It was funny, actually. I asked them via email to confirm that exits were allowed and was told that they explicitly were, so I purchased a VPS. Later I got a message apologizing and saying that they were wrong and that exits were not allowed. Shortly after that, another email came in from management apologizing again and saying that exits were, in fact, allowed.
Not too long after while I was setting up the server, I got another message saying that they made a mistake and that exits were not allowed and recommended that I request a refund. So I did that, requesting a refund, and they told me that refunds were not permitted. Thankfully, they changed their mind one last time and did refund me.
I would have been angry the situation wasn't so ridiculous (or if they refused to refund the couple hundred dollars I sank into them). But at least, at the end, the only thing I lost was a few hours of time.
For context, Tor exit relays are legal to operate in almost all countries and cause liability for neither the customer nor provider. The worst they do is cause IP reputation issues, which a bulletproof provider would never care about.
We can cover that, plenty of packages on our site that would support what you are looking for
If the port scanning is legitimate, eg you have permission for scanning x IP that is fine. We allow a number of tor nodes on our services.

You could try pfcloud.io. I don't know if they allow port scanning, but they are extremely lenient and allow Tor exits, so you might have luck with them. Just create a pre-sales ticket and ask. IIRC there are some fastflux networks operating from their AS, so I'd be surprised if they didn't allow port scanning, especially if you ask first.
Due to privacy I cant tag who these customers are but if they choose to confirm they run these from our maidenhead location that is fine
We only ask people to play fair, if a abuse report is sent to us that the customer resolves that within 24 hours.
Looks like there are 7 unique IPs running exits on AS20860, two of which are exits: https://metrics.torproject.org/rs.html#search/as:AS20860
As long as there is no automatic suspension for receiving too many abuse reports from running exits, that would be wonderful! Those relays have some impressive bandwidth.
It looks like the bulk of these are in the ranges that we control.
Most of these have had only maybe 2/3 reports and that customer fully understands unless it is major abuse and it is resolved within 24 hours we are fine with it
We will only suspend when either we are ignored or it is a major issue that will cause serve harm in some way
If there is a major issue (severe abuse complaint), will the server be unsuspended after the situation is explained? Tor exit operators cannot control what goes through the exits, although they can choose what ports are being used. Of course, exits are legal in the UK.
I need to be vague due to protecting customers details and past reports.
We had reports and this was resolved by the client closing the port in question.
