LightNode (and other Zenlayer downstreams) do have Thailand locations, but they mostly connect only to Tier 1 carriers. They’re really only suitable if you need an IP address from that region, not if you actually need to access local ISP websites.

Personally recommend EdgeCenter for Russia. I've been using their VPS since they were still partnering with GCore. The prices are fair and there's no bandwidth cap (except Vladivostok and Khabarovsk). However, signing up for the first time can be tricky because they require a Russian phone number. It's a breeze if you have an account that was transferred from GCore.

If you can't get a Russian phone number, RuVDS is another option. It's a bit pricier than EdgeCenter and has slightly worse connectivity to Europe, but it also offers unlimited bandwidth.
As for the other regions you need, I believe there are plenty of very good options on LET.

Yeah, Hetzner tends to do that. They are far more strict than most companies when it comes to spam or fraud, which results in a very, very high false positive rate. Their practices are well known within the Tor relay community, despite Hetzner being used for an unreasonably high percentage of total Tor traffic.
Hell, even sending too many SYNs to distinct IPs without receiving enough ACKs is enough to get your services suspended for "port scanning" without any human involvement (and this can happen because, for example, a number of systems you are connected to all go down at once).

On a side note, if customers feel like an abuse report against them was unjustified, they can write to our abuse team. Quick, open, and detailed communication helps. And I would take some of the criticism with a grain of salt. Naturally I am biased. But I have helped out on the social media side of escalated tickets numerous times, and I have lost count of the number of times that the post that the customer wrote left out or misrepresented important facts.
Our team is human. They do sometimes make mistakes. They will review cases. It helps if people provide as much detail as possible and respond quickly -- and if they don't have a history of other problems like late payments. --Katie

Katie I love hetzner and this may seem a little off topic and I have talked to you over multiple forums haha but I am still always confused about hetzner because some people mention how hetzner is really strict and follows a ban first policy.
So naturally this becomes an issue if your servers are client facing (let's say in this instance, its a vpn service)
I would be interested if some clarification can be provided. I do love hetzner and I don't blame hetzner itself but Its just something that I have heard that german hosting overall is pretty strict compared to other hosting.
So let's say is reselling allowed on hetzner. Some providers give 48 hours to stop any abuse but I have heard of the ban first policy within hetzner is what genuinely worries/stops me & I haven't been truly able to understand it as to if hetzner could just provide 48 hours to prevent any abuse instead of the ban first policy?
But your bans are largely automated, or done with minimal human oversight. That is a fact, and stating otherwise is misleading. In fact, Hetzner has been recently having a serious issue where you've been suspending servers due to reports coming from packets with the source IP spoofed to appear to be Hetzner IPs:

Look, I'm sure you deal with bad actors on the daily and plenty of people who claim to be victims when they are just spammers or fraudsters, but that makes it easy to miss the times when innocent folks get thrown under the bus.

Yes, we allow resellers. However, they are fully responsible for what happens on their servers. They need to check their emails regularly and respond in a timely and clear manner. If they get an abuse report, they need to explain what was the cause of the abuse, how they fixed it, and how they will prevent it in the future.
The time that they have to fix the abuse depends on the nature of the abuse. They will have less time for more serious cases.
@forest - Yes, I never claimed that we do not use automation. However, I did say that our team is human -- meaning the people who work with the automation and the others who review cases when asked to do so. At our scale, we naturally need to use some automation.

the reddit case: This may have happened at a time when I was not monitoring reddit for Hetzner. It's not jogging my memory. It seems that the issue was eventually resolved. And since I don't know the details of the case, I am not really in a good place to comment on it. For that, I am sorry.
We have put a lot of work into improving our abuse team and its methods. And we will continue to do so. Our team may sometimes make mistakes. But they are honest mistakes. We try very hard to minimize them. If someone has good cause to ask our team to review a case, they will. Our team prevents a lot more abuse than they have in false positives, I'm sure. --Katie

Now regarding your response to me, I just have a quick question if you may answer but can you place an number on the "less time" for more serious cases? Because I do feel as if hetzner's really great buuut I am unable to understand how I might mean less time (let's suppose [I resell?] hetzner & some case happens while (I sleep?) or just about anything considering atleast in my case I can be a single person itself.
Naturally I feel like abuses are usually rare but the fact that someone can have severe cases and maybe the lack of time can be a bit damping.
Can you clarify if hetzner's "less timing" can be considered 24 hours or 48 hours or how many hours in general? As I feel like I can strongly re-evaluate hetzner if I ever resell a vps provider or any such ideas in general. but even this response is really good and looks like I had some misinformation earlier thinking that hetzner's extremely strict but it turns out that hetzner's feeling pretty reasonable too.
Katie, I just hope around a response time of ~24 hours feeling reasonable. Is this Timing also reasonable to hetzner, I would love to know the answer as I'd love building on hetzner too!

They tried to reach out many times, as did quite a few others who were having the same problem. The issue was eventually resolved, but Hetzner was the only company which, to date, has fallen for that and issued suspensions while flat-out refusing to investigate the situation for a long time. No one likes to hear the typical "we've carefully reviewed the matter and concluded after extensive investigation that the original suspension will be upheld" when it's patently obvious that no one spent more than 10 seconds on the matter.
Things slip through the cracks, but the fact that this is not an isolated incident is troublesome. It's representative of people's negative experiences that they do not have with most other hosts of similar size and with a similar business model.
I'm glad you are doing so, but there's still a ways to go to improve your image. I understand that it costs money to increase the size of your support team and that money doesn't grow from trees. Paying for more support would mean either prices go up, or costs elsewhere would have to be cut. So I totally get the issue, but the balance has been tipping in favor of labeling Hetzner's abuse handling policies downright abusive due to the extremely frequent false positives that result. It may not be as bad as, say, social media ban algorithms, but it's still far from ideal.
