    It's not for illegal purposes. We provide VPN nodes to users, but some users' misconduct has led to complaints against us.

    Currently, only the United States is needed; other regions do not require it for the time being.

    the key is the IP address, i never saw US server ignore abuse email, but if you have your own IP, then you can use most US servers to deliver the traffic

    Any provider would "handle" this by letting you know, expecting the actions to stop. Is your ask to find a provider who would allow / ignore this?

    Get yourself an ASN and some ip and purchase dedicated server with BYOIP. That way you can handle abuse reports yourself. Therefore, no issues.

  • Look for any provider that accepts Tor exit relays. If they accept exits, they'll probably accept a public VPN. Just make sure you talk with them about it first. Also, SWIP helps.
