  Every Chinese VPS needs ICP license before unblocking WWW ports.

  ICP = Internet Content Provider.
  ICP license allows you to host a website entirely authored by you and your delegates.
  You'll need additional licenses for any user generated content such as a comment section or a forum.

  ICP license is known as "Northern shore" in MJJ speak.

  Given that this is a lowend forum, this is very difficult.

  You need sufficient qualifications to establish a partnership with a Chinese service provider (Aliyun, Tencent).

  Otherwise, you'll only find servers of dubious origin on the black market

  in the real world, the datacenter in mainland China will NOT sell any server to someone who located out of mainland China, no matter what license you can provide
