Most of these industrial control systems for power grids and alike are weak points for countries. Think Stuxnet. Their telecommunications infrastructure likely targeting in the same vain.
Remember, never make critical infrastructure dependent on the internet or the "cloud". This should be an ethical obligation as in you should lose your engineering license for doing it. Also, software engineers should need licenses. Not to program at all, but to make anything super serious.
I think it is protocol to disable any communications before strike. Power disconnect is simplest and fastest way to achieve global blackout. Next is specific frequency jamming and the last is supresion of human factor (stop screaming of people). Silent, fast and to the point.
