I can't tell if the fumo culture we know today started in Japan or overseas, but I think it was the overseas fans who've gone wild for them and made the fumo subculture a category of its own. They also shortened "fumofumo" to "fumo". On more traditional platforms like Niconico douga or Twitter it's always "fumofumo".
Perhaps I can ask @Porlam whether it's popular in Japan or not.
I've seen more and more Japanese-speaking creators creating fumo content in the past few years and some started to call them "fumo" as well.

I didn't watch every fumo video in existence and it's relatively complex to dig up all fumo content (niconico doesn't help it ;<).
I don't know when fumo got associated with speaking fumo, but to answer your question, it's a fanmade thing. It's so silly and fitting. What I know for sure is the voice used for fumo speak is yukkuri voicebank, from another older Touhou rabbit hole. Try this or this.

This technology is not meant for anyone using a VPS with such specifications, unless your VPS has something like 128 GB of RAM and 64 CPU cores to actually host VPS instances inside it.
So forgive me for saying this, but your lack of knowledge is what put you in this situation. It would have been better if you had researched what this technology is before reaching this point.

As far as I know, fumo is popular in Japan and sometimes see fanmade things but not so very common. What I think when I hear of it is about overseas memes.
Yukkuri Reimu, Marisa and those of other characters are more popular in Japanese Internet and they are used as speakers in tons of videos usually speak Yukkuri Voice in Japanese. I knew about Touhou first from it btw.
