Not true , i have hit 100% usage multiple times , for periods that were definitely noticeable , but they didn't do anything.
It is 30% average usage , they also said you can ask them to throttle cpu if you plan to use 100% for longer periods (maybe for programs where you cannot control cpu usage?)
I think its a good thing that they have a strict fair use policy for cpu because due to that i haven't really seen any cpusteal despite me being on a ~$3/month machine with 6 genoa cores that are not throttled and these give me very good performance.
What's the solid point OP has? Go to their site now and point me to where you can buy that 112 GB package. Their term of service clearly states how much that additional service would cost before he ordered.
Delete the stuff you don't really need.
I can practically hear my brain cells committing ritual seppuku with every message you send. For the love of all that is holy, someone yank this personβs internet privileges before I end up with permanent neural atrophy and start thinking flat Earth theories sound plausible.

To be honest, there's some truth to the fact that upgrading is more expensive than buying a new machine. This is because you might need to add a new hard drive to your existing host machine, which will incur additional costs
