Sorry but... Waco is impossible. It's a small rural town with no commercial server providers and only one datacenter (Databank) that only does cages and cabinets, and is likely extremely expensive. The same goes for Lafayette Louisiana probably... Lafayette has no commercial datacenters, you're better off contacting a local residential ISP and begging them to place a server in their local facility at 10x markup. Even considering these towns for server related business is just begging to throw away money honestly unless you run one of those massive VPN companies that can subsidize overpriced niche locations with normal ones.
