I have a VPS with LakeNetworks in Italy I was using to play around with BGP for a bit
Can't really speak for uptime or stability as I wasn't monitoring it but they charge 3.5 euro a month or 36 a year for 2c2gb
Can always try reaching out to them for a lower spec deal, I think I got 1c1gb for like 21 euro p/yr from them

Check also seflow.net, they are reselling Aruba but without all the bs that Aruba has.
But - afaik - seflow.net has been bought up by Aruba Group? Still have no problems with them.
