It would be cool to run some real calculations on the whole dataset and determine which service is both the cheapest and most reliable. But I don't have numerical reliability data now, only classes (stable or unstable server) plus prices.

I have found RackNerd to be very reliable for the last 4 years of using them! Outages are very very rare (if any on some locations). You can use this tool to find a plan: https://racknerdtracker.com (aff) and IPv6 is only available to some locations. They are certainly not the cheapest, but I would say they are very reliable! So if you put uptime as your #1 priority you can't go wrong with them.
I think you can definitely find reliable and cheap - but the definition of cheap obviously varies wildly and particularly on LET. Forum cheap, is really tough to achieve reliability over the long term. (As most of the “cheap” deals are just not sustainable).
A target price of $4-6/m (cheaper annually), should find you a very reliable service with many great providers!
There may be sales over Christmas that will bring that price down and still give you the reliability you’re after.
