Outside the Enterprise world I am not sure how valuable it would be as its only KVM virtualization with a new way to manage it all built in.
I haven't used it, but based on the white papers its basically just SolusVM for the Enterprise world, providing an alternative to Citrix XenServer & VMWare.
RHEV is not suited for service providers, there is little support for it. Its mostly aimed as Lekley says to enterprise customers.
