Here is the basic requirement, small fluctation is acceptable.
CPU: 1, atleast x86 Ver 2
Memory: 512 MB minimal, more is better
Storage: 1T(1023GB), proper hdd in raid, or ssd cached hdd. system disk divided is better.
Bandwidth: 4T, 2T might acceptable I think.
IPv6 if possible. IPv4 must.
Resides in america if possbile.
PRICE RANGE: with in 20$ per year.
I already have hostbrr's storage box, but sadly it's shared hosting. the download speed is weired with multiple download. And sometimes connection get stuck, disable http2 on client fixed this, but I can not disable it on server,which will fix it once for all.
Anyway, thanks if your have any suggestions.

You won't find anything decent at that price; only Servarica's offer has decent performance, or perhaps Interserver Storage VPS.
No need to decent. I only use it to stor. it's enough as long as disk is normal or not at ultra low speed.

Specs are pretty much what you requested:
The location is basically eastern US border (5-7 ms to New York).
Just in case, for $36/year you can also get a similar storage VPS, but 2 vCPU, 2 GB RAM, 12 TB @ 1 Gbps or 250 Mbps unmetered.
Both are special BF/Xmas plans, which appear once a year.

Seems like the 36dol one should enough to do my seprated servers' function together and is slightly cheaper than them overall price.

I believe you should be able to get one, just don't postpone for too long.
The stock is hard to predict - two years ago these lasted till early Jan. Last year they were OOS mid-December.

Well, I'm with them for quite some time now and keep an eye on the offers.
This works a bit differently.
These specials are their cheapest plans (hence no monthly billing option), available during the holiday season only.
They appear on Black Friday and last while available, usually till Christmas. "Max 2 per customer" policy probably helps a bit.
Several years ago Servarica also had "Mouse" plan, but these days "Opossum" replaced it.
The rest of the year the smallest plan is 2 TB, which is either $5/month or $55/year.

That could work well for a storage vps for backups. Anyone have a good experience with this plan?
with $20 per year, you can choose a chicken plan and mount it with Office 365 OneDrive (Family-share) 1TB using Rclone. It works well to me.
I used their 1TB plan for PBS backups, decent network, good performance. I stopped using it because they didn't allowed me to make anually payments (in the normal way).

These mounted cloud drives won’t support streaming upload, I think. So if the chicken has only 20 Gb storage and OP is trying to download a 25 Gb file, local cache will get filled up, and the download will fail.
