The OVH VPS is definitely your best bet for cheap in Miami. Miami doesn't have many good cheap options that are reliable. Just keep in mind the cheapest you go the slower the CPU performance will be in most cases.
I think @jonbeard has Miami, FL servers and VPS.
If Tampa, FL (4 hours drive from Miami) also work, @SolidVPS should have loads of servers there.
Both are great providers that I've worked with.
Maybe @SpeedBus ? but your budget for MIA is quite low...

We can provide service in Tampa, FL. We do also offer Miami, however at the moment this location is available only for dedicated servers, not Linux VPS.
If you’re able to increase your budget slightly, as the current budget isn’t realistic for the specifications you’re requesting, we would be happy to review and offer you the available options.

madcityservers right? hard to beat that in miami. OVH seems to have decent protection in its lz offering, but the cpu is not nearly as powerful.
I don't know if it's a win or not, friend, but it's an offer I took a year ago; it's currently worth more than 17, which is the original price.

Have you tried getting a custom offer from @SpeedBus ?, it won't be cheaper than ovh, but you will have existing support.
It's a good deal until that supplier goes deadpool, which it has already done twice.
