May I ask if there are any test IPs available?
You may use a looking glass. It is better than just pinging or tracerouting.
Is the server located on Mars as the name suggests, or is it false advertising?
When we open the location on Mars, we will indicate this in the description of the plan. These are just names of plans, nothing more or less. Don't try to find hidden meanings

No discount for RU VPS?
Prices for servers in Russia are lower than in other locations.
Are RU VPS IP addresses included in the whitelist? I mean, is it possible to bypass whitelist lockdown using your VPS?
Ordinary hosting is not considered critical infrastructure in Russia. In the whitelist included only sites/services when mobile internet is temporarily blocked in a specific city/region, such as federal shops, state services, top bank websites, etc. There is no chance that VPS or virtual hosting will be included in the whitelist.
