Just answering as Sara seems to be away. They speak Dutch in NL. German in Germany. Weird German in Austria. Differently weird German in parts of Switzerland.
Dutch isn't far off what you'd get if you crossed German and English and doubled a load of vowels to make things a bit more fun.
I think she meant she spoke German because she earlier said some of her family is German and also she drove there yesterday. I guess it's also possible the colleague is German not Dutch.

It's not really that bad. Technically what you say is true, but in practice it's all ceremonial. He doesn't have the right to create or remove laws himself, his power is limited to allowing or vetoing new legislation. There hasn't been a single veto'd law for over 200 years, and the general consensus is that if the monarch ever did veto a law it'd trigger the start of completely removing the monarchy.
In practice however, the pretence of having to seek the kings approval on everything does provide a safety net should some party get elected who decided to completely destroy the rule of law or government. For instance, if a UK party tried to act the was Trump has done this term, just enacting laws and decrees without any discussion, I'd hope the monarch would actually interfere.
But yeah, TLDR: it's basically just ceremony.
